The year 2018 is the 40th anniversary of the reform and opening up to the outside world in China as well as the 60th anniversary of the establishment of CASS Law Institute. To celebrate the anniversaries and summarize the practice and theoretical exploration of the rule of law in China in the 40 years since the reform and opening up to the outside world, especially in the 20 years since the implementation of the basic strategy of ruling the country by law, CASS compiled a book series entitled National Situations and Indices of the Rule of Law in China (consisting a total of 12 books), which was published July 2018 by Social Sciences Academic Press.

CASS Law Institute published the first bluebook of the rule of law: Report on the Development of the Rule of Law in China No.1 (2003) in 2003, set up the Workshop on the Bluebook of the Rule of Law in 2006, and established the Department of Survey and Studies of National Situation of Rule of Law was established in 2008 to be responsible for the survey and study of national situation of the rule of law, the assessment of rule of law indices, the compilation of bluebooks of the rule of law, and other empirical legal research works.

Up to now, CASS Law Institute has published a total of 25 bluebooks on the rule of law, including 16 reports on the development of the rule of law in China, which have faithfully recorded the development of the rule of law in China, provided a legal researchers and practical legal workers a platform for expressing their opinions exhibiting their research results, and promoted the progress of the rule of law in China.

The book series National Situations and Indices of the Rule of Law in China is a recreation of the core contents of the 15 reports on development of the rule of law in China published between 2003 and 2017 by rearranging the content according to subjects, updating relevant data and materials, and reviewing and summarizing the theoretical and practical achievements in the relevant fields of the rule of law made by China in the 20 years since the implementation of the basic strategy of ruling the country by law, especially since the beginning of the new century. The book series consists of the following twelve books: The Development of China’s Rule of Law: Achievements and Prospects (2002-2016); Legislation and the System of People’s Congress in China (2002-2016); Rule of Law Governance in China (2002-2016); The Civil Law, Commercial Law and Economic Law in China (2002-2016); Criminal Law of China (2002-2016); Judicial System of China (2002-2016); Social Law in China (2002-2016); Human Rights and Rule of Law in China (2002-2016); Government Transparency in China: (2009-2016); Judicial Transparency in China (2011-2016); Survey and Investigation of National Situation of the Rule of Law (2006-2016); and Practice of Rule of Law in Local China (2005-2016).
